Recently, "The Scheme of Action Special for IPR Protection, 2005" made by Zhuzhou Municipal IPR Coordination Leading Team has been sent to 22 member sections, including Zhuzhou Intellectual Property Office、Municipal Industry and Commerce Administration Office、Copyright Office、Zhuzhou Customs、Municipal intermediate people's court、Bureau of Business Affairs、Quality and Technique Supervisal Office. The Action Special for IPR Protection which will be last 1 year would be spread all around the municipal.
   The action is lead by Zhuzhou Municipal IPR Coordination Leading Team, and the member sections chieved for actualization. The main contents include: 1、Build and enhance the united laws execution and cooperative systems; 2、Strenghen the abilities for IPR protection; 3、Carry out the IPR Protection Special Action; 4、Strenghen IP publicization and IP intellect popularization. 5、Strenghen the IPR protection for foreign investing companies. The process include 3 stages: 1、Mobilisation and arrangement from Jan to Feb,2005; 2、Organizing and actualizing from Feb to Jul; 3、Summarization and checking from Jul to Sept. In the second stage, we will do seriously strike on 3 aspects: 1、The behavior of imitating the officials from IP section of government、the officials from international IP cooperation and other legal cooperations, to cheat publics, and get the illegal behalves; 2、The behavior of fake mark, pirated video and audio products, fake and imitating patents, and other behaviors against IPR; 3、3 special actions on "100 days IP protect and Strike against the fake action " ,the 3 actions are : Patent laws execution action special on foods and medicines fields, Special Action on industrial design protection field, Special Action on striking against the pirated products. At the same time, in the action, we will build the close connection with foreign business man, and fully protect their IPR in local China. With the carring out of special actions, we will strenghen the publicization and trainning all the time. On the trainning work, we prepare for bringing IPR trainning plans into the trainning courses for newly public officials. At the same time, we will build the IPR training base for cultivating more versatile professionals. On publicization work, we will develop the large scale publicizing movement during the course of "26th, Sept, the World IPR Publicization Date".
    According to the request of the Action Special for IPR Protection by State Department, the action is deploying by provincial IPO. It is 4 years since China has entered the WTO. During the 4 years, not noly State Department, but also the local government did hard on IPR, and we did hard on heightenning the IPR consciousness of the public, optimizing the macro social ecnomical condition, and fully achieved the promise for entering the WTO. We do believe that through the action carrying out around the nation, the coordintion systems for IPR protection will be more enriched and perfect, the execution power will be more powerful, and the ecnomical circumstances will be more optimized.
