On 9th, Oct, 2004, at Zhuzhou municipal government major's offcial business meeting, IPR (Intellectual Property   Right) , is added in the agenda first time.
    Since patent systems put into practice in China in 1985, there are 5280 patent applications in all in Zhuzhou, and 3492 applications are authorized. The yearly patent application quantities is the second largest in Hunan province till 1999. At the same time, the proportions of Invention-Creation and patent are increasing year by year.
In the meeting, the officials made an agreement on "The Ideas for strengthenning IPR Work Systems", in order to heighten IPR protect consciousness, strengthen patent laws execution systems, improve on administration methods, protect IPR efficiently, enhance the ability of IPR application for enterprises, and consolidate IPR systems. Vice president of municipal council, and major Yan Shisheng pointed out, we municipal goverment should increase the devotion for IPR project, and we should put some money into IP work, in order to publicizing and trainning、execution、application imburse and support patent actualization, and so on. At the same time, we should speed the pace of the construction of "ZHUZHOU, CHINA TRACK COMMUNICATION PATENT INFORMATION CENTRE", put it into application as soon as possible, and creat benefit more quickly.
