In June, 2004, Zhuzhou municipal government conceived that we put forward proposal to build "Zhuzhou, China Track Communication Patent Information Centre" based on the cooperation between Zhuzhou Times Electric Group (TEG) and Zhuzhou Intellectual Property Office (ZZIPO) to Hunan Intellectual Property Office (HNIPO), and got strongly support from HNIPO. In August, the State Intellectual Property Office of P.R.China(SIPO) confirmed the report and agreed to build "Zhuzhou, China Track Communication Patent Information Centre" in Zhuzhou. SIPO was responsible for providing the patent full-text literatures of 7 mian countries and 2 international cooperations and trainning. For the purpose of coordinating manufacturing industry in Hunan province, accelerating the progress of manufacturing industry informationlizing and heightenning the high-tech contents, and forming some enterprises of self-determination IPR in track communication field, the track communication field as "10 Markable Projects" in Hunan province, was arranged in the industry which strongly supported by Hunan Provincial Government. At the same time, HNIPO did more on building the IPR protecting systems on track communication field, and did the research on IPR strategy on track communication field.
    The progress to build "Zhuzhou, China Track Communication Patent Information Centre" include 3 stages:
   1.Build the network database centre based on the network info centre which is running at present, develpe the application systems, build the IPR database structure on track communication field, and complete the primary construction.
   2.Perfect the track communication patent database, build the searching network for  openly public services, extend the web info and the access capacity and build the batabase for users.
   3.Develop application and research for IPR strategies, provide IPR strategy research services for enterprises based on the resources of the patent database, and make great contribution on the developement of track communication industry. The design for the centre mainly concerned on 7 aspects, they are compatibility, security, advancement, maintainabilityreliability，real-time，standard. The database include the IP information database on track communication field and the non-track communication IP information database, mainly on track communication field, and the database cover the field on personal and household things，foods mechanism and equipement，fire control，lifesaving，molding and machining，track and transportation，metallurgy，ropes and cable ，spinning，architecture，engine，general engineering，lighting，heating，apparatus，optics，time measurement，control，coordinating，computing，counting，culculating apparatus，signal apparatus，education，，display，advertisement，infomation restoring，the components of apparatus，electric components，electric power, power transportation and power transforming，basic electronic circuits，communication technology and the other IPR infomation. The infomation will open to the public and the services will be provided on web through the classification and analysis of the infomation on track communication electric locomotive fields.
    The functions of the centre are:
    1.Provide patent searching services.(1)Build track communication patent infomation public services network, provide real-time searching openly, and build the electronic patent literatures reading room and searching room for searching patent info for enterprises and individuals. (2)Search patent for commission( the searching for novelty and the searching for legal status): Provide patent searching services for scientific research project confirming, technology research and developement, and searching for novelty before application. (3)Trace searching on a specific topic. (4)Patent legal status searching and cognation patent searching.
   2.Do analysis base on the deta source. Fully use the patent infomation database, make correct dicision on the future product competition through analysis of the circumstances we face now, industry competition status, opponent's strategy intention, and opponent's tech. At the same time, fix the tech annovation and the deceloping direction.
   3.Do patent strategy research. Organise IP strategy，information analysis staffs, and the experts special on the fields, lead the enterprises band together the IPR strategy and operating strategy, and make and apply the competition strategies during the courses of developing plans making, IPR application, actualization, admission and alienation, litigation.
   4.Provide patent infomation services for government and industry administration sections on making developing plans and decision-making. Do IPR situation research on macro scale and on strategy, mastery the IPR status about foreign IPR status in equipment manufacturing hign-tech fields, bring forward the corresponding IPR countermeasure, and provide patent infomation services for government and industry administration sections on making developing plans and decision-making.
